Second comment:

I have been remiss in pointing out a truly great app written by Ulrich Greve, called Dertogfarlinux

I also had the same trouble (Ubuntu Lucid, wine 1.42.
Here's the curious part:
I set up a second user account, and used winetricks to download a bunch of stuff. Then, on that second user account, I installed Kaluach3 - and the options preferences dialog functioned fine!
I tried replicating it on the first user account, to no success, and my current state is that both are messed up.

Finally: If you do need to set custom preferences (eg. you live outside of the default cities of Jerusalem or Pittsburgh), do the following: install kaluach on a windows machine, copy the three files /windows/kaluach.ini, /user/local settings/kaluach/options.ini and shitot.ini to the corresponding places in your .wine directory tree, and you should be good to go (it worked for me), except that my shabbat candle lighting persists at 15minutes.

SUMMARY: There is a real fix, probably via a winetricks install, tbd.

please update me if your have anything
